   Quebec is the only place in North America where French is both the official language and the mother tongue of more than 80 percent of the population. This unique characteristic of Quebec, coupled with its culture, history and institutions, gives this province a particularly important responsibility in the promotion of the French presence in North America. By its mere existence and influence, the province of Quebec testifies to the buoyancy of the French language on this continent.
